As the Nordic countries are often considered to be at the forefront of digitalisation of the public sector, and also have great similarities in other respects in terms of political, economic, social and cultural factors, these countries should be included. It may also be appropriate to include other countries, where the selection can be decided after a small feasibility study.

To enable synchronization between different projects and government assignments that are ongoing in order to achieve a smarter community building process, the doctoral student must be actively acquires knowledge about the work that is carried out. This may, for example, apply to the issue of establishing a digital infrastructure for the exchange of information between authorities or work to achieve a national framework for basic data in public administration.
