Below is a list of the functions that will be available in the new system as well as some brief explanations of the meaning. Some features also have descriptive videos of how the system works.

Definitions

Deposit system

joint name for the mortgage deed register and the Land Survey's processing system for case management of digital mortgage deeds.

Mortgagee

Anyone who has registered their Mortgagee number on a Digital Pledge and has the right to dispose of it, see § 4, second paragraph of the Pledge Register Act. Mortgagee is the same as Mortgagee.

Mortgagee number

In order to be able to register as a Pawnholder of a Digital Pawn, a so-called Pawnholder number is required. The pledgee number is linked to a certain pledgee, which means that the pledgee number shows who holds the Digital Pledge.

Digital Pledge

Registration of a mortgage in the mortgage deed register according to Section 1, second paragraph of the Mortgage Deed Register Act. Data Pawn Letter is the same as Digital Pawn.

Owner-registered mortgage

Digital Pawn that is not registered to any Pawnholder. The Digital Pledge is held by the property owner.

User groups in the Mortgage System

There are several user groups in the Mortgage System and the different groups have access to different functionality in the system.

The user groups are:

  • KI = Kreditinstitut
  • KFM = Kronofogdemyndigheten
  • KMS = Credit market service, users within Lantmäteriet
  • FI = Property registration, users within Lantmäteriet

View and manage collateral

The function is used to search for information about a mortgage on a property / plot of land and perform various actions on a mortgage.

When you search for a property, you get information about:

  • Legal owner / plot right holder
  • Granted mortgages on the property
  • The amount of the mortgage / deposit, currency, registration date, and, file number
  • Possible reference on the mortgage
  • Status of the deposit, ie type of deposit and where a digital deposit is registered (information is displayed based on the authorization of the logged in user)
  • Possible obstacle

Any ongoing case, i.e. if there is an unanswered request or offer

  • Owner registered - previously found in the Owner Archive
  • Mortgagee number - previous archive number
  • Mortgagee = mortgagee holder - the person who registered his mortgagee number on a mortgage ”

Change mortgage registration

  • Register mortgagee number - term used instead of requesting a mortgage deed from the Owner's Archive. The term means that you register your mortgagee number on a mortgage and thus you are a registered mortgagee of that mortgage. Same function as before but new words.
  • Change mortgagee number - if a mortgage is registered to a ph.nr you have access to, you can change that registration to another ph.nr you have access to.
  • Remove mortgagee number - owner register mortgage
  • Register mortgage to the Property Enrollment
  • Register mortgage to the Swedish Enforcement Agency

New concepts

  • Register the owner's mortgage - previously move the mortgage deed to the owner's archive

Request a mortgage

Request a mortgage from another mortgagee.

Example:

  • The large bank requests a mortgage from another mortgagee.
  • The large bank does not know which mortgagee holds the mortgage.

Reply to request

Reply to received request from another mortgagee with acceptance or rejection

Example: Lillbanken holds a mortgage requested by Storbanken.

  • Option 1 . Lillbanken responds to the received request with acceptance . The deposit is registered at Storbanken
  • Option 2 . Lillbanken responds to the received request with rejection . The deposit is not registered to Storbanken .

In alternative 2, Storbanken receives a message from Lillbanken where it is stated that Lillbanken needs the deposit as security within its organization.

Delete request

An unanswered request can deleted.

Example: A user Storbanken requests a mortgage that is registered with another mortgagee. Storbanken regrets and no longer wants the deposit in the sent request. An administrator at Storbanken deletes the sent request.

The case is deleted in its entirety and will no longer be visible at Storbanken or with the mortgagee who is registered on the mortgage.

Offer digital deposit

Offer deposit to another mortgagee

Example: Storbanken offers a mortgage to Lillbanken

Answer the offer

Answer the received offer with acceptance or rejection

Example: Lillbanken has received an offer from Storbanken.

  • Alternative 1. Lillbanken responds to the received offer with acceptance. The deposit is registered to Lillbanken .
  • Alternative 2. Lillbanken responds to the received offer with rejection . The deposit is registered as the owner.

Remove the offer

An unanswered offer can be removed

Example: Storbanken has sent an offer for a mortgage to Lillbanken . Storbanken regrets and wants the deposit to continue to be registered with Storbanken . A user at Storbanken will delete the sent offer.

The case will be deleted in its entirety and will no longer be visible at Storbanken or at Lillbanken .

Register reference

Reference can be registered on a pledge provided that the pledge is registered to a mortgagee number the user has administrative access to.

NOTE! It is not permitted to register personal identity numbers or other personal data in the reference field.

References are only displayed for those who have access to the mortgagee number to which the mortgage is registered.

Example: A user of < strong> Storbanken registers reference to a mortgage in Fastighet A. A user at Lillbanken logs in to Pledge System and searches for Fastighet A The user sees that the mortgage has the status "Other mortgagee". No reference is presented to the user at Lillbanken . A user at Storbanken who searches for Property A will see the registered reference.

Register obstacles

This is a function that is mainly used by our users at KFM. In cases where KFM has a case where they need to "lock" a mortgage, they can register an obstacle.

There are three different types of obstacle:

  • Barrier
  • Serious error
  • Appeal

The obstacle type Barrier is mainly used by KFM. The obstacle types Serious error and Appeal are only used by Lantmäteriet . If a pledge is covered by an obstacle, no other action can be taken on the pledge before the obstacle is removed.

Example: No action can be taken on a pledge that is covered by an obstacle. A mortgage with a registered obstacle is "locked" to the mortgagee number that is registered on the mortgage when the obstacle is laid. this under the heading "Obstacles".

Remove obstacles

A registered obstacles must be removed when the case that led to the registration of the obstacle has been completed. Once the obstacle has been removed, you can again perform various actions on the deposit.

Extract from the mortgage deed register

Possibility to order an extract from the mortgage deed register which shows which mortgagee / mortgagees are registered on a mortgage on a property

KI orders

The extract is sent to the legal owner / plot right holder by post or to a digital mailbox if available.

Register conversion

List of all mortgages that are registered to a mortgagee number. Corresponds to "archive list" in the Mortgage deed system.

Matters

Here are sent and received requests and offers and this is where you answer an received request and offer with acceptance or rejection.

An unanswered case remains and locks the deposit until the case has been answered by the recipient or removed by the mortgagee who initiated the case. It is possible to filter the list of cases to e.g. only show received requests or sent offers.

Register mortgagee number

A mortgagee can register their mortgagee number on an owner-registered mortgage.

Example: A user at Storbanken applies a property and then select the function "Register / request". The user can now mark mortgages with the status "Owner registered" and "Other mortgagee".

Mortgage with status "Owner registered" will be registered to Storbanken mortgagee number as soon as the user has confirmed the action. If the user has selected a mortgage with the status "Other mortgagee", a request will be created and sent.

Owner register a mortgage

A mortgage which is no longer needed as security must be registered as an owner.

Example: Mellanbanken has registered its mortgagee number on all mortgages in a property. The loans have now been settled and Mellanbanken no longer needs the mortgages on the property. A user at Mellanbanken searches for the property in Pantsystem and selects the function "Owner register". The user selects all pawns and selects "Execute" - the pawns are registered as owners.

Register for an optional mortgagee number

Some user groups in Pledge System have the option of registering an optional mortgagee number on a mortgage.

Example: A user logs in to the Pledge System and searches for a property, selects the action Register for any mortgagee number and specifies which mortgagee number is to be registered on the mortgage.

This function will not be available to KI.

Used by

Register with the Swedish Enforcement Agency

A deposit can be registered with KFM.

Example: A deposit is registered with Storbanken. KFM needs the pledge and announces Storbanken . A user at Storbanken logs in to Pantsystem, searches for the property and selects the function Register to the Swedish Enforcement Agency ”. The user marks the deposit and performs the action. The deposit is registered to KFM.

Register to Property registration

A mortgage can be registered with FI.

Example: A mortgage is registered with Storbanken . A user at Storbanken logs in to Pantsystem, searches for the property, selects the function "Register for the Property Enrollment". The user marks the deposit and performs the action. The deposit is registered to FI.

Printing a mortgage deed

A mortgage deed that is printed changes the type of mortgage from digital to written. It is the mortgagee who has his mortgagee number registered on the mortgage who can print the mortgage deed.

Example 1: Storbanken has his mortgagee number registered on a mortgage. Storbanken wants the deposit to be printed. A user at Storbanken logs in to the Mortgage System, searches for the property and selects the action "Printing of mortgage deed". The user marks the deposit and states the name and address of the recipient of the written mortgage deed. It is also possible to write a message to the recipient of the written mortgage deed. When the user performs the printout, the written mortgage deed will be delivered to a special mortgage deed printer at Lantmäteriet where KMS takes care of the mailing.

Example 2: A mortgage is owner registered and the property owner orders a printout from KMS at Lantmäteriet . A user at KMS performs the printout and handles the sending of the written mortgage deed.

Register to the Property Development Authority

A user at KMS can register a mortgage with the Property Development Authority. This is done for owner-registered mortgages and where an administrative surveyor has notified KMS that the mortgage is needed in an administration.

Return pledge

A pledge can be returned to the previous mortgagee number. The person who returns the deposit cannot see to whom the deposit is returned.

Example 1: Storbanken has registered a deposit with FI when the deposit has been needed in an enrollment case . FI has handled the enrollment case and the deposit is returned to Storbanken .

Example 2: Storbanken needs no longer a mortgage on Property B as security, the loans have been repaid. A user at Storbanken accidentally registers the deposit with FI instead of registering the ownership with the owner. The user discovers his mistake and contacts Lantmäteriet . A user at FI returns the deposit to Storbanken . The user at Storbanken registers the owner of the mortgage and the mortgage is now available to other mortgagees if the property owner applies for new loans.

Profile

Users of Pantsystem can edit their user profile. It is possible to edit the address, update the password and mark a mortgagee number as "default". Changes to other information are made by a authorization administrator at the organization to which the user belongs.

The address information is mandatory and all users are encouraged to register an address at a first login in Pantsystem. The address is required to use the system. It is important that all users keep their contact information up to date.
